The new cocktail bar and restaurant comes from Dave Carney, the longtime owner of The Wine Bin, with Executive Chef Rachel Bindel leading the kitchen. Local reporting describes a 72-seat restaurant with a bar, patio and intimate dining room. Carney reported investing $375,000 in the project.
Those figures help explain the scale of the opening. Vesper is not a small tasting room attached to The Wine Bin. It is a full restaurant designed to serve several different kinds of evenings, from drinks and snacks to a complete dinner.
Vesper describes its approach as fresh, seasonal and polished without being fussy. The restaurant has published separate bar and dining hours:

The useful local play is to treat Vesper as part of a Main Street outing rather than a quick stop with guaranteed seating. Park once, allow time to walk and have a backup plan among the established businesses nearby if opening demand is high.
River House On Main Returns A Local Business To Its Starting Point
The second opening has a different rhythm. River House on Main was reported to be in its third week of a soft opening on July 14, so this is an active opening period rather than a settled schedule.
River House occupies 8293 Main Street, the former home of Tersiguel's French Country Restaurant. Tersiguel's closed in December 2025 after 50 years, making the change especially significant for residents who associate the address with decades of dinners and celebrations.
New owners Nathan Sowers and Kimberly Kepnes are not approaching that history as strangers. Sowers previously apprenticed at Tersiguel's before focusing on bread and pizza. He launched River House Pizza Co. near Lot D in 2014, later moved the business to Baltimore National Pike and has now returned it to Main Street in a much larger format.
A Howard County liquor-license notice shows the difference in scale. The license moved from River House Pizza Co.'s former 1,500-square-foot location at 10039 Baltimore National Pike to the 3,592-square-foot River House on Main.
That is more than a change of address. Hiring materials describe the new operation as the company's first full-service restaurant, combining pizza with bistro-style dining. Recruiting information references scratch preparation involving bread, pizza dough, pastries, crepes, brunch components, fresh pasta and sauces.
Those details indicate the direction of the kitchen, but they should not be treated as a confirmed final menu. River House's current hours, reservation policy and formal grand-opening date were not reliably available during research. Check directly before visiting, especially during the soft-opening period.
Why River House is the more revealing opening
Vesper adds a new concept backed by an established Main Street operator. River House brings a local restaurant back to the street where it began while taking over one of the corridor's most recognizable dining addresses.
Together, the openings suggest that Main Street's next phase may depend less on importing unfamiliar brands and more on giving experienced local operators room to expand. One is a $375,000, 72-seat cocktail bar and restaurant. The other more than doubles the documented square footage of an existing local business.
That is a stronger story than two new signs on two buildings.

Historic Ellicott City's parking setup rewards a little preparation.
Visit Howard County lists all six public lots, A through F, as free. It also states that parking is not currently permitted on Main Street. Additional options include the Howard County Circuit Court lot above Main Street and the Roger Carter Community Center lot.
